- The Government of Saint Lucia has received financing from the World Bank toward the cost of the Health System Strengthening Project, and intends to apply part of the proceeds toward payments under the contract for the Procurement of Ophthalmology Equipment.
- The Ministry of Health, Wellness and Elderly Affairs now invites bids from eligible bidders for the supply of Ophthalmology Equipment within two (2) – four (4) months. Margin Preferences shall not apply.
- Bidding will be conducted through open national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Interested eligible bidders may obtain further information from the Project Implementation Unit, Project Coordinator, piu.mohw@gmail.com and inspect the bidding document during office hours 8:30 a.m. and 4:00 p.m. from Monday to Friday at the address 1 below:

- A complete set of bidding documents in English will be sent by email to interested Bidders upon the submission of their written applications to piu.mohw@gmail.com address quoting RFB No: SLU_HSSP_OPHTH_ EQUIP_RFB and include Bidder’s e-mail address and other contact details.
- Bids must be delivered to the Central Public Procurement Board at address 2 given below on or before 9:00 a.m. (Saint Lucia time) on December 6, 2023. Electronic Bidding shall be permitted.
Late Bids will be rejected. Bids will be publicly opened at 10:00 a.m. (Saint Lucia time) on December 6, 2023 in the presence of the Bidders’ designated representatives and anyone who chooses to attend at address 1 below or using conference facilities, address 3 as specified below.
- All bids must be accompanied by a Bid-Securing Declaration.

Address 3: For attending bid opening using conferencing facilities:
The procedure of bid opening will be shown via “Zoom” Video Communication without screen sharing but reading out loud the information as in any normal bid opening. The Purchaser will send the “Zoom” meeting link to all bidders.
