JOB DESCRIPTION

 

NAME OF POSITION :  Protected Areas Manager (Pitons Management Area World Heritage Site)

MINISTRY & DEPARTMENT:  Ministry of Education, Innovation, Gender Relations   and Sustainable Development.  

REPORTS TO :  Permanent Secretary, Ministry of Sustainable Development

 

SYNOPSIS:  The Protected Area Manager (PAM) position exists within a complex protected area institutional structure, with responsibilities shared among various Government, Statutory and Quasi-Government departments and bodies. These include the Department of Forestry, Department of Fisheries, the Department of Physical Planning, the Soufriere Marine Management Association, the Saint Lucia National Trust, and others.  Of necessity therefore, the PAM will use a participatory work ethos and substantially collaborate with all relevant agencies to ensure the effective management of the Pitons Management Area World Heritage Site, including the maintenance of the site’s Outstanding Universal Value.

 

KEY RESULTS EXPECTED/MAJOR FUNCTIONAL ACTIVITIES

  1. PLANNING AND MANAGEMENT: 
     
  2. 1 Ensures that the Pitons Management Area Advisory Committee is fully convened and is working effectively and efficiently as per the Pitons Management Area Management Plan;
  3. 2 Develops and/or coordinates the revision and approval of the Pitons Management Area Management Plan (PMAMP) which must be results based and be used for the effective management of the site;
  4. 3 Ensures that the boundary of the site is clearly demarcated, the management zones demarcated and all signage are maintained to established standards;
  5. 4 Prepares and implements a two-year strategic management plan based on the PMAMP and annual detailed work plans for the review and approval by the Pitons Management Area Advisory Committee (PMAAC) and the Permanent Secretary;
  6. 5 Work with the PMAAC and other community and national stakeholders to develop world class standards for the site (site management; education and awareness; memorabilia; gifts; etc) and a comprehensive results framework;
  7. 6 in order to maintain high standards, Develop guidelines as well as a brand name and insignia which is legally registered and used to identify goods and services that meet the established standards.  Further, develop a monitoring system, which publishes a list of all approved goods and services on a semi-annual basis;
  8. 7 Designs and implements capacity development programmes for all relevant stakeholders and resource users, and a programme which brings out the unique Saint Lucian hospitality and customer relations at strategic levels in the community;
  9. 8 Develops and implements a national, and specific public awareness and education plans for the site, which targets relevant publics;  
  10. 9 Develop and Implement a viable livelihoods development plan for the site targeting existing small and medium enterprises, various communities and resource users, and work with them to improve their  standards;
  11. 10 Conduct regular field visits and ensures that reports are prepared for each such visits (both narrative and visual);
  12. 11 Conduct monthly internal programme monitoring meeting with staff;
  13. 12 Convene meetings of the PMAAC on a quarterly basis or as deemed necessary, to review the implementation of the annual work plan within the context of the strategic management plan and the overall PMAMP;
  14. 13 Conduct the process for the recruitment of staff members for the Pitons Management Area Office and ensure that staff are trained internally for the position they are recruited for;
  15. 14 Conduct annual performance review assessments of all staff in a timely manner for all staff members or as required;
  16. 15 Promotes and maintains a suitable and productive work environment to ensure teamwork;  
  17. 16 Builds and nurtures an effective working relationship with all direct and indirect partners associated with planning and management of the Pitons Management Area World Heritage Site; and
  18. 17 Investigates the possibility of twining the site with other World Heritage Sites in other parts of the world in order to explore mutual benefits.

2.0       PROGRAMME DEVELOPMENT AND MANAGEMENT:

2.1  Keeps informed of community, national and international concerns and priorities, as well as socio-economic and political trends and assess their impact on the site with the view to avoiding or mitigating adverse impacts;

            2.2  Be aware and contributes actively to the development of all new plans and developments slated for all watersheds which can affect the site;

            2.3  Organises periodic stakeholder workshops (community; private sector; landowners; etc) to inform, consult with and to get feedback on plans and developments as required;

            2.4 Works closely with Civil Society Organisations (CSOs) to help build their capacity and access resources for their development and the sustainable development/management of the site;

            2.5  Ensure that the PMAAC members are kept informed on a regular basis of all development and major management decisions; and

            2.6  Ensure that all internal and external stakeholders are informed of progress, challenges, and threats in a timely manner.

3.0       RESOURCE MOBILISATION:

3.1  Develops and implements a resource mobilisation strategy with clear measurable indicators for implementation as part of the three-year strategic management plan;

3.2 Establishes and maintain close working relationships with stakeholders, friends of the site, and other sectors by using creative ways to  build and maintain the visibility of the site;

            3.3  Assesses the programme interests and priorities of bi-lateral and multi-lateral Donors, the private sector, and other sources and develop and nurture relationships with them; 

3.4  Creates opportunities for raising funds for the effective management of the site, taking into consideration the vast Saint Lucian diaspora;

            3.5  Undertake a study which identifies various means of developing sustainable sources of funding for the site and implement those with the best chances of success; and

3.4 Undertake periodic reviews of the resource mobilisation plan to identify lessons which will help to improve or change strategies.

 

4.0       KNOWLEDGE MANAGEMENT:

            4.1   Design/improves and implements an information management system for the Pitons Management Area Office which will ensure that all information is stored, protected and easily accessible for use;

4.2 At all levels of the organisation, implement a culture of learning by ensuring that all interventions are subjected to evaluation and the lessons learned are documented and incorporated into decision making;

            4.3  Ensures that the site is highly visible on all social media platforms and once established these sites are managed and up-dated;

            4.4 Assess global best practises and share with partners to enhance the effective management of the site;  

4.5 Prepare, publish, and circulate an annual state of the site report with inputs from, all relevant partners and for wide scale circulation; and

4.6 respond in a timely manner to all requests from the UNESCO - World Heritage Centre, for State of Conservation Reports as well as Reactive and Proactive Monitoring Reports.

5.0       OTHER

            5.1  Undertake other activities that are necessary for the effective long-term management of the site.

CONDITIONS

  1. Congenial accommodation is provided in a general administrative office.
  2. The duty station is in Soufriere; however the officers will be required to attend meetings and training activities in Castries from time to time.
  3. Required to maintain a motor vehicle and will receive basic traveling and mileage allowance in accordance with approved rates.
  4. Institutional support is provided through appropriate Civil Service Rules and Regulations, statutory instruments, and department guidelines.
  5. Required to maintain integrity, confidentiality and professionalism in the conduct of duties.
  6. Salary and benefits are in accordance with that stipulated in the terms and conditions of employment.
  1.       KNOWLEDGE, SKILLS AND ABILITIES

Knowledge

  1. Knowledge of relevant laws, regulations, and procedures.
  2. Knowledge of the principles and practices of modern management and public administration.
  3. Knowledge of key conservation activities such as enforcement, monitoring, baseline data management, etc.
  4. Knowledge of the operations of relevant development partners, donor institutions, government and inter-government agencies, and non-governmental and community-based organizations would be an asset.

Skills

  1. Excellent interpersonal, communication and diplomatic skills.
  2. Excellent written and spoken proficiency in the English Language and at least spoken proficiency in Saint Lucia’s second language, Kwéyòl.
  3. Proficiency in the use of data management systems for protected areas.
  4. Project management skills.
  5. Skills in communication, particularly in report writing and presentations.

  6. The ability to manage and interact at all levels with PA users, stakeholders, development partners and colleagues.
  7. Ability to network effectively.
  8. Ability to lead by example and promote effective teamwork.

 

QUALIFICATIONS AND EXPERIENCE

Master's degree in History, Education, Business Studies or related field plus five years of related experience in a historic site is preferred.

 A Bachelor's degree in History, Education, Business Studies or related filed plus ten years professional experience may be considered.
